Garcia is the commandant of the asteroid fortress Artemis, which is controlled by the Eurasian Federation. Although Eurasia is a member of the Earth Alliance, it's also a rival of the Atlantic Federation which created the Archangel and the Gundams, and Garcia has his own plans for these new weapons.
