After Enjun's death, his younger brother Chusho seizes power in Sa province by imprisoning Eiki and the acting imperial governor. Disregarding the cost and chaos involved, he orders a search for the seals of the previous governor and orders the Satsujinzoku to intercept the new co-governors, Shurei Hong and Eigetsu To.
