Norio is a character of the day who appeared in Wobbu-Palooza! (EP175). He is a resident of the Wobbuffet Village, and loves Wobbuffet as much as everyone else who lives in the village. His name in the English dub was only revealed through the closed captions available on Prime Video. He was outraged when he heard someone had started attacking the Wobbuffet in the village, and like Ash, Misty and Brock, whom he just recently met, quickly pointed the finger at Team Rocket. He recalled a story of last year's Wobbuffet Festival, when Wobbuffet were attacked too to Ash and his friends. A resident named Lulu beat the attackers with her own Wobbuffet. With the new attack, he went to find her and Officer Jenny. He then brought them to the scene where the Festival crashers showed up once again. (Source: Bulbapedia)
