The African-American owner of the Roanapur strip club 'GoofFest', Rowan "Jackpot" Pigeon also operates in the trafficking of child pornography and "snuff" films within Southeast Asia. A frequent customer of the Lagoon Company, Pigeon is forever trying to hire Revy as one of his employees, mostly as a submissive for his bondage customers, but Revy is not into pain. He has also taken a sympathetic interest in Rock, noticing the former salaryman's unease with the corrupt island, and offering his services to the young man in case he ever got into trouble.
