Woop Slap is the mayor from Luffy's hometown and has been the mayor for over 10 years now. He was the first person to stick up for Luffy during his tussle with Higuma. He also complained about Luffy's dream of becoming a pirate, saying that would bring shame to the village, however, he later called it Luffy's "destiny" in question form. Although he often criticizes Luffy's choice to become a pirate and his growing infamy (He was disappointed that the citizens started drinking to celebrate Luffy's latest bounty), he seems to actually care for his well-being, such as when he pleaded for Higuma to spare Luffy's life when he was a young boy. His criticism of the most infamous member of the village, seems to come more from the fact Woop Slap is an authority figure himself, thus he finds Luffy (and by extension, his father) waging war on the World Government as absurd. He even believed that Luffy is better than the choice of his nakama who became infamous with him, referring to them as "freaks". He seems to talk to Makino often about Luffy as she appears to be the only one in the village willing to listen to him. He is familiar with Garp and his family (including Dragon), stating how he thinks all 3 generations of Garp's family are crazy.
