Gopp is an Earth Federation Admiral stationed at Jaburo. Before the One Year War he oversaw the construction of Jaburo and discussed Zeon's mobile worker construction with Tem Ray. When White Base arrives at Jaburo, Bright and Mirai meet before Gopp multiple times, and are eventually ordered by him to head to space along with the Tianem fleet. Gopp expresses sorrow over the death of Mirai's father and states that the war may have been avoided had he not died. (Source: Gundam Wikia)
